The government submits the draft law on stamp duty to the House of Representatives (DPR) of Indonesia regarding the change of stamp duty tariff to Rp10,000. The Director of Tax Potential, Compliance and Revenue of the Ministry of Finance, Yon Arsal, said the plan for change of stamp duty tariff will be included in the national legislation program in 2020.
Yon added, the government is still discussing the revision to this law with DPR. This revision is considered important because the stamp duty law is an old rule that must be evaluated. In addition, the Minister of Finance, Sri Mulyani, said the current stamp duty law could no longer serve as a benchmark because of the changed economic conditions. Therefore, this revision needs to be made in order to follow the current economic conditions.
This increase in tariff is also a simplification of stamp duty tariffs, from two tariffs, Rp3,000 and Rp6,000, to one tariff. Stamp duty has been stipulated since 1985. In 1985, stamp duty tariffs were Rp500 and Rp1,000. In accordance with the applicable law, the maximum increase in tariff is limited to 6 times from the initial tariff.
In 2000, stamp duty tariffs were maximized to Rp3,000 and Rp6,000. Until now, the increase in stamp duty tariffs has reached the maximum tariffs in accordance with Law Number 13 Year 1985 regarding Stamp Duty.
